I am using Version 9 but any version will do. Let's get started.

Okay let's begin. Open up your PSP to a blank workspace. I use 550x550 as my standard. I don't really like to create too big of tags. So use whatever size may work for you. Open up your download of the Little Spring kit and Open your Large frame LS_Frame01. If this is too large for your size tag resize it to your liking. Copy and Paste your Frame to your blank workspace. Then Image>Rotate>Free Rotate> Direction Right 90Degrees. Go to your paper elements and select your paper of choice. Using your Magic Wand Tool, Select the inside of your frame. Copy and Paste your paper as a new layer. Selections>Invert>Delete. Selections None. Move your Paper Layer below your Frame layer. Layers>Merge>Merge Visible.
Go back to your elements and now select your LS_Frame02. Resize this frame again to your liking and place the frame to the top right hand corner of your Merged Frame layer. Using your Magic Wand Tool, Select the inside of your Frames. Select them all to use the same papers or One at a time to change the paper in each square. Selections>Modify>Expand. Increase this number so that your Marching Ants expands along the frame not inside. Go to your Paper elements and select your paper or papers of choice. Selections>Invert>Delete. Selections>None. Move your Papers below your frame.
Using your want one last time Select inside one of your frames. Selections>Modify>Expand. You can used the same preset Expand as previous. Go to your tube and Copy and Paste above your Marching Ants. With your tube layer selected. Selections>Invert>Delete.
Move this tube layer below your Frame. Double Click on the Layer in your Layer Palette. Blend Mode: Select_Luminance Legacy. Click OK. Lower your Opacity to 80%. If you want to add a text box to your tag. This is your time to do so. Open up the Pink or either the Green lined text box and move it to the top left hand side of your tag below your frame and papers. Add a small dropshadow to this layer.
Layers>Merge>Merge Visible.
Go back to your Elements and open your Flower and your Green of your Choice. Resize your Flower and your Green to your liking. I made some smaller than the other one. Add a small dropshadow to both of them. Copy and Paste your Green onto your Merged Frame. Duplicate the original and Move your copies around to create more flowers. Go to your Flower and follow the same steps. Placing your Flowers slightly to the side of your Green so that it appears as if your flower has leaves. Do this to all of your Green to create your beautiful flowers.
Open your tube again.
Resize your tube to your liking. Copy and Paste your Tube in the center of your tag. Rearrange your flowers if your need to so that you aren't completely covering them with your tube. Once you are finished and completely satisfied with the outlook of your tube add a small dropshadow.
Open up your doodles which is totally optional and place these below the tag. Duplicate these so that you can get different effects of the doodle and not overshadow the tag.
For the last time.
Layers>Merge>Merge Visible.
Add your copyright information and your License number.
And BAM!!!!! we are done.
YAY!!!!! Crop away any excess workspace you may have left. Making sure not to take a piece of the doodle or the frame while you do this.
Save your tag as a .pspimage for later distribution.

I can not get part 2 of your supplies to download... I beleive it would be Tantrums Kit, but now luck... So sad i wanna do this tut badly!
